I too have noticed slower speeds/longer page loads (though I have not
actually done a speed test).

As for the IP block changeover - a couple months ago, I noticed that I was
issued a 173.x.x.x IP address instead of the 12.x.x.x that I was previously
provisioned.  So, this is something that has been in the works for at least
that long here in Dubuque.
