FWIW, I think Facebook would be as good, if not a better platform for this.
 Lot's of people from the QC area on there and you could quickly setup a fan
page with links to your blog and petition.
Good luck, while I can empathize a bit the neighbors, it's only during the
warmer months and the benefits far outweigh the negative sides.  Got a
Google Map of the area (another good thing to add to FB page if you go that
route).
