While it can integrate with a cell phone and push those SMS  
notifications to it, it also catches and receives all of the SMS  
messages on Google Voice.  Hypothetically, you should be able to  
receive an SMS to the Google Voice site without having it paired with  
a cell phone.  Having my phone paired with Google Voice already,  
though, I can't confirm that myself.
